The Government of Juanma Moreno will allocate a minimum of 1.888 million euros to the public university system in 2025, 26% more than in 2018. The budget includes 1.726 million for the financing model and additional items to promote research, internationalisation and access to higher education on equal terms. In addition, 2025 will mark the approval of the Law on Universities of Andalusia (LUPA), which will strengthen the public system and collaboration with the business sector, with a focus on transparency and academic excellence.

In 2025, the ten public universities in Andalusia will have at least 1.888 million euros to support their academic, research, innovation and knowledge transfer activities. This budget reflects the commitment of the Andalusian Government in the areas of university, research and entrepreneurship.

Of the total budget, 1.726,4 million euros correspond to the university financing model, 26% more than in 2018. This increase includes 43,6 million for academic performance bonuses, 12,1 million for the regional supplement to the Erasmus programme and 1,3 million to equalise the price of the first enrolment in qualifying master's degrees with that of bachelor's degrees. Two million euros will also be allocated to cover the part of the grants not covered by the Ministry of Education, thus promoting equal access to higher education.

Additional contributions for R&D and teacher support

In addition to the funding model, complementary funds totalling 161,6 million euros will be allocated. These include 104,3 million for calls for competitive R&D grants, with objectives such as promoting scientific and applied research (17,3 million), supporting Research Results Transfer Offices (OTRI) (4 million) and 15 million for scientific equipment.

21,08 million euros are also planned for the incorporation of new teaching assistants and 7,5 million euros for positions in the health sector linked to the Andalusian Health Service. Other notable funds include 11 million euros to increase the number of places in medical schools and 13,4 million euros for the Ceuta and Melilla campuses.

Bet on continuous training through microcredentials

In line with the adaptation to the labour market, 4,4 million euros will be allocated to implement microcredentials in the 2024-2025 and 2025-2026 academic years, a modality that allows the population between 25 and 64 years of age to acquire or update skills.

The year 2025 will be crucial with the approval of the Law of Universities for Andalusia (LUPA), which will seek to strengthen the public university system, protect student rights, facilitate internationalization, improve transparency and promote the transfer of knowledge with the business sector.

Following the authorisation of the Governing Council in September for the processing of the draft, the Department of Universities has submitted it to public information, obtaining the favourable opinion of the Andalusian Council of Universities (CAU) and holding meetings with academic representatives and social agents.

More than 2.000 billion for universities, R&D&I and entrepreneurship in 2025

The overall budget for 2025 for university, research, innovation, knowledge transfer and entrepreneurship will reach 2.018,1 million euros, exceeding 2.000 million for the first time. In addition to university funding, 269,8 million will be allocated to research, innovation and entrepreneurship, exceeding the 263,5 million in 2024, in support of the economic growth and development of Andalusia.
