Andalusia has managed to halve the waiting list for out-of-time surgeries in just one year. This is reflected in the results of the Health Guarantee Plan promoted by Juanma Moreno, which has enabled decisive progress in improving healthcare and access to scheduled surgical operations.
Thanks to this strategy, the number of patients who were outside the guaranteed waiting time has decreased from more than 53.000 to less than 30.000. Specifically, as of March 7, 2025, Andalusia recorded a total of 124.127 people on the surgical waiting list, of which 27.784 have exceeded the maximum established deadline, representing a decrease of 47,59% compared to December 2023.

Waiting list reduced by half
In 2024, a total of 404.485 surgical procedures were performed in Andalusia, representing an 11,1% increase over the previous year, with 40.652 more people undergoing surgery. In the first two months of 2025, 70.285 patients underwent surgery, 5,61% more than in the same period in 2024. Of these, 30.727 were for guaranteed procedures that had already exceeded the maximum waiting period.
Regarding the reduction of the waiting list, Juanma Moreno has highlighted that the The Andalusian public system carries out an average of 1.236 operations per day., 85% of which are performed in Andalusia's own public hospitals. Furthermore, the average waiting time for surgery has been reduced by 30 days, from 150 to 120 days in just two months.
In addition to the progress made on the surgical waiting list, Andalusia has improved care in hospital outpatient clinics. In 2024, 378.971 more patients were seen in hospital clinics compared to the previous year, reaching a total of 15.298.577 consultations., which represents an increase of 2,54%This effort has led to a slight reduction in the total number of people awaiting hospital consultation, which fell from 873.266 in December 2023 to 866.248 in the same month in 2024, despite the increase in demand.
To continue improving accessibility to outpatient clinics, the Andalusian healthcare system is working on a specific plan that includes increasing the number of consultations attended, reducing absenteeism, and streamlining administrative procedures to monitor waiting lists on a monthly basis. These measures aim to ensure that more Andalusians receive care in the shortest possible time and, therefore, reduce the waiting list.

The Andalusian president emphasized that these results demonstrate that the healthcare reforms undertaken by his government are working. "We are doing what we promised: streamlining the healthcare response, reducing waiting lists, and offering a more accessible and effective public healthcare system," stated Juanma Moreno.
Andalusia's accessibility plan has also launched a new 72-hour appointment management system that has already handled 171.531 requests throughout the region.99% of these appointments have been resolved in less than three days, facilitating access to both in-person and telephone consultations.
This effort to streamline care is also reflected in the increase in continued care in Primary Care, which has grown by 72,4% in one year. In January 2025, 7.475 continued care consultations were conducted, compared to 4.335 in the same month the previous year.
