The Government of Andalusia has established a milestone in its economic and social trajectory with the approval of the Budget Bill for 2024, which contemplates a historic allocation of 46.753 million euros, thus increasing the spending limit by 2,5% with Over the previous year.

These budgets reflect an unprecedented commitment to Andalusian families, employment, the business fabric and the vital resource of water, while solidifying the tax reduction and opening the door to a profound economic transformation.

Board 2024 Budget Details

With a notable increase of 5,5% in non-financial spending, an additional 2.234 million euros are released for direct investments in the Andalusian population, which is a jump of 40% compared to 2018. This has been possible thanks to a substantial increase in tax revenues and a prudent fiscal strategy that has allowed a 25,7% reduction in the amount allocated to debt payment.

The distribution of the budget is significantly oriented towards investment in key infrastructures such as health, transportation, socio-educational and R&D&I, reflecting an increase of 6,2% for such projects, a figure that is 57% higher than that allocated in 2018. Emphasis is placed on the provincialization of investments, with 3.862 million euros allocated to specific projects in each province and 630,6 million for initiatives that benefit several provinces at the same time.

The social area also experiences a notable increase, with a record budget in Health which reaches 30,47% of total spending, which represents 7% of the Andalusian GDP and an increase of 44,7% compared to 2018. Spending per inhabitant on health increases by 45% from 2018 to almost 1.700 euros. The Ministry of Health and Consumer Affairs has seen its budget increase by a total of 4.402 million euros in five years.

Education is not far behind, with a budget that constitutes 18,9% of the total and is 40,1% more than in 2018, highlighting the allocation for the financing model of public universities.

In line with the reinforcement of social commitment, the Ministry of Social Inclusion, Youth and Families sees an increase of 8,6% in its budget, with particular attention to the Social Services and Dependency Agency (ASSDA), which enjoys a budget growth of 11,5% by 2024.

Support for the business and production framework continues to be a priority, with an allocation that exceeds 6.000 million euros for the second year, evidencing an increase of 5,1% for the agricultural sector and placing special emphasis on R&D&i and digitalization , which grew by 2,4%, totaling 921 million euros. Sustainable Development policies are also reinforced, with an increase of 25,2% to 710 million euros.

The Government of Andalusia also intensifies its efforts in hydraulic policies, with an allocation of 578 million euros specifically for water, destined for the construction and improvement of hydraulic infrastructure, reinforcing efficiency and managing channels and irrigation.

Despite a 15,5% decrease in European Funds due to the transition between financial frameworks, the Board has assured that 76% of the 2024 budget expenses will be financed with its own resources. In addition, the amounts allocated to city councils increase, with a notable increase in the Municipal Cooperation Plan and in the unconditional financing that municipalities receive through the Patrica.

This budget has been formulated under a prudent estimate of Andalusian GDP growth of 2%, endorsed by the Independent Authority for Fiscal Responsibility (AIReF) and located in the middle of the forecasts of independent analysts. Despite the uncertainty caused by the global economic slowdown, geopolitical tensions and inflation, Andalusia projects itself with optimism and caution towards a future of stability and sustained progress.

Almería

Huelva

Huelva receives the highest investment per inhabitant of the eight Andalusian provinces.
