After a working meeting with the Minister of Sustainability, Environment and Blue Economy, Ramón Fernández-Pacheco, the parliamentary spokesperson in this area has highlighted the simplification measures referring to the examination of the hunter and the fisherman, andalusian record continental hunting and fishing, and issuance of licenses. Also the deletion of the aptitude and knowledge course for the exercise of fishing taught by the Ministry of Sustainability or approved entities, among others.

In addition, they have analyzed the proposals to modify Law 8/2003, of October 28, on the wild flora and fauna of Andalusia, the hunting management regulations approved by decree 126/2017, of July 25, as well as the Decree 23/2012, of February 14, which regulates the conservation and sustainable use of wild flora and fauna and their habitats.

More facilities for hunting and inland fishing

Among the battery of proposed measures, the accreditation card is removed of the qualification of the hunter and fisherman so that any person who is going to practice hunting or inland fishing does not have to carry a card accrediting their qualification and only has to carry their corresponding license.

Likewise, previous courses and exams for the exercise of inland fishing are eliminated, since they constitute an impediment to the approval of qualifications for fishermen from other regions. This requirement prevented them from traveling to Andalusia in many cases to carry out this activity. Likewise, it represents an obstacle for the Andalusian region to be able to adhere to the single inter-autonomous license that arises from the agreement signed between several autonomous communities and the State.

Creation of the figure of the 'Sworn Hunting Guard'

On the other hand, the decree excludes the prohibition for hunters to transport and market game when they come from hunting lands whose current Technical Hunting Plan includes selective hunting and population control or damage control. In this sense and, in terms of surveillance, the figure of 'Hunting Jury Guard' which can be accessed by any citizen who is authorized as Rural Guard with hunting specialty and is authorized by the Department competent in the matter.

According to Fernández-Pacheco, “it is a unequivocal commitment of the Andalusian Government to hunting activity, since this battery of measures will positively affect more than 250.000 hunters from the entire group in Andalusia, a strategic sector that is fundamental at an economic level and that plays an essential role in the conservation of the natural environment and ecological balances.

For all these reasons, the spokesperson for the GPP-A in the Sustainability, Environment and Blue Economy Commission, Araceli Cabello, has highly valued all the reforms and developments linked to the world of hunting and inland fishing included in the recently approved simplification decree law.

“We especially applaud that they have been fruit of the analysis and deep knowledge of the needs of the different sectors involved and that they have counted on him consensus of the affected groups, showing once again the commitment and determination of the Juanma Moreno government with them,” he stressed.
