The president of the Junta de Andalucía, Juanma Moreno, announced the approval in February of a shock plan This will allow the construction of 20.000 social housing units (VPO) in the next five years. With this measure, the aim is to double the promotion of social housing units in the community, reaching 4.000 per year, which is equivalent to the construction of 11 homes per day.
"We are preparing a housing law and in February we are going to approve the shock plan of urgent measures to promote no less than 20.000 social housing units in the coming years," said Juanma Moreno during his speech at the ABC Forum in Madrid.
Reallocation of land for housing construction
Among the main measures of the Shock Plan, the President of the Junta has explained that plots or buildings with tourist or office use may be immediately used for the construction of protected housing. Likewise, the construction of VPO on plots with private use, such as gyms or student residences, will be allowed, provided that these homes are intended for permanent rental"And that is why, from now on, within the framework of this decree, plots of land or buildings used for tourism or offices may be immediately used for the construction of protected housing," he stressed.
However, Juanma Moreno has made it clear that protected housing will not be built on plots intended for educational or health purposes. "In no case, obviously, on plots for educational or health purposes," he stressed.
Administrative simplification and public-private collaboration
The Andalusian president has insisted that the key to the success of this initiative is the Application of “common sense and administrative simplification”To this end, the Shock Plan will be approved by means of a decree-law that will provide legal coverage to local councils to make changes in land use and will authorise a higher density of housing on plots designated for VPO.
«It will create, together with the municipalities, a land pool to give transparency to the promotion of VPO, which does not exist at the moment, and will promote something that we consider key, fundamental in any management, which is public-private collaboration," he said. Moreno has defended the need to rely on the private sector to ensure the success of these initiatives: "We cannot do anything in the housing sector with real impact if we are not accompanied by the private sector."
The President has pointed out that the Project Accelerator Unit, which has become a benchmark for investment in Andalusia, will be key in the execution of this plan. "Projects that aim to make housing available to citizens can be assigned to the Project Accelerator Unit so that it can coordinate, promote and speed up their implementation," he said. Since its creation, this Unit has managed 137 projects with an investment of almost 14.000 billion euros and the creation of nearly 50.000 jobs. Its intervention will be key to guaranteeing the speed and efficiency in the execution of the Shock Plan.
Tax benefits and support for young people
In his speech, Juanma Moreno recalled the fiscal measures implemented by the Government to facilitate access to housing, especially for young people. The Andalusian community has implemented tax deductions, such as a 6% bonus on personal income tax for the purchase of housing for those under 35 years of age and a deduction of up to 900 euros on rent.
Also, the Youth Guarantee Program of the Junta offers a mortgage guarantee that, together with the bank loan, allows those under 40 to cover up to 100% of the price of the home. "Many of these plots will begin to be built practically as of next month," said Juanma Moreno.
A firm commitment to housing in Andalusia
With this Shock Plan, the Andalusian government seeks to address one of society's main concerns: access to housing. "The solution does not come from ideology. Market intervention, imposition and interference in regional powers have failed," warned the president.
Juanma Moreno has highlighted that the Housing policy in Andalusia is based on three pillars: increasing the rental offer in the public housing stock, simplifying bureaucracy and reducing tax burdens.
