- The program will review the conditions of families, combat irregularities and reinforce the maintenance of social housing in Andalusia

El Andalusian government de Juanma Moreno has launched a plan to ensure the social function of its public housing stock, the largest in Spain, through an investment of 7,5 millones de euros. The Department of Development, Land Management and Housing, through the Andalusian Housing and Rehabilitation Agency (AVRA), will manage this project that seeks to optimize the use of more than 25.000 properties aimed at families in vulnerable situations.
A plan to protect families
Over the next two years, AVRA will conduct a comprehensive audit of 25.649 rental homes distributed across the eight Andalusian provinces. The aim is to ensure that these properties fulfil their social purpose, providing a roof over their heads for families in need. In addition, the aim will be to Strengthening personalized care for residents in vulnerable situations.
This program includes:
- Periodic reviews to ensure the correct use of the homes.
- One-on-one attention to tenants, adapting solutions to their needs.
- Maintenance and improvement of the properties to ensure their habitability.
Key measures: aid, coexistence and combating irregularities
Monitoring will include an assessment of the socioeconomic circumstances of each family, allowing for the implementation of measures such as:
- Temporary rent reduction in justified cases.
- Home exchanges to better adapt to family needs.
- Social support and referral to social services.
The plan also seeks to combat irregularities in the use of public housing, such as illegal occupations or illicit activities, and to update the property census to streamline management. It also aims to improve neighbourhood coexistence by encouraging the proper use of housing and its common spaces.
Additional objectives: reduce default and facilitate access to property
The programme not only focuses on the present, but also seeks long-term sustainable solutions. Its goals include:
- Reduce bad debts among the tenants.
- Facilitate the access to property for eligible tenants.

This plan reinforces the commitment of the Junta de Andalucía with public housing as a tool to guarantee equal opportunities and improve the quality of life of the most vulnerable families. According to AVRA, this comprehensive approach will make it possible to identify structural problems, promote effective solutions and ensure that the public housing stock fulfils its social purpose.
With this investment and effort, Andalusia leads the responsible management of the public residential park, ensuring that housing reaches those who need it most. A determined bet of the President of the Junta and President of the Andalusian PP Juanma Moreno, who has asked that the housing problem be treated as what it is "a State problem". For this reason, he asks "not to get into the ideological trench" which is a "serious, real and priority problem" that requires all public administrations to work in the same direction.
