Juanma Moreno presented the CREA Project, an initiative that analyzes the region's economic potential and identifies 130 sectors with growth opportunities. This study, promoted by Unicaja in collaboration with the Andalusian Government, Harvard University's Growth Lab, and the consulting firm Oliver Wyman, makes Andalusia the first region in Europe to be the subject of this analysis.
The CREA Project seeks to diversify traditional sectors such as agroindustry and tourism, while promoting emerging areas such as aerospace, defense, advanced logistics, metal mining, renewable energy, and the digital sector.In this regard, Juanma Moreno highlighted Andalusia's commitment to green hydrogen, with 23 initiatives underway.
CREA Project: Key to Economic Growth
The study is based on Five fundamental pillars to accelerate Andalusian growth. The first of them is him development and attraction of human capital, with a new university program for 2025-2028 and a reinforcement of vocational training, which has increased by 55% since 2018. Furthermore, Andalusia has launched dual vocational training in collaboration with 45.000 companies.
Another key point is the improvement of urban development, infrastructure and housing, where a Shock Plan that will double the construction of protected housing and the simultaneous expansion of four metro and tram linesEmphasis is also placed on expanding the financial services ecosystem for SMEs and self-employed workers and on efficient water management, with €1.500 billion in water initiatives since 2019.
Commitment to public-private collaboration
La administrative simplification is another key aspect of the CREA Project. In this regard, the Government of Juanma Moreno has implemented the Andalucía Simplifica Plan, with More than 500 measures to reduce bureaucracy, in addition to having the Project Accelerator Unit, which already promotes 137 business initiatives.

Andalusia, a growing community
The project CREA places Andalusia in a strategic position for Europe's economic future.In the last six years, the region has grown by 9,6%, outperforming Spain and the Eurozone, and has optimistic forecasts for 2025, with growth of 2,8% according to BBVA Research.
Furthermore, Andalusia was responsible for 80% of the new companies registered with Social Security in 2024. and has become a preferred destination for foreign investment, with an 88% growth in the last five years, in contrast to the 8% drop in the national average.
Ours has also registered the largest drop in unemployment in Spain in the last year and has reached 3,5 million employed people after creating 400.000 jobs in the last six years. With these figures, the 500.000 jobs projected by the CREA Project by 2030 are emerging as a realistic goal.
